Full Description

The Naval Air Systems Command intends to award a Cost Plus Fixed Fee (CPFF) Delivery Order under NAVAIR BOA N00019-09-G-0013 to Alliant Techsystems Inc. of Clearwater, FL for the retrofit of approximately thirty (30) AAR-47 BV2 Computer Processors to incorporate Background Data Recording Capability (BDRC) as an internal autonomous data recorder for the AN/AAR-47 Missile Warning Set (MWS). In addition, NAVAIR intends to procure approximately five (5) spare BDRC circuit cards assemblies and approximately fifteen (15) data download kits in support of the AN/AAR-47 MWS. This action is being awarded on a sole source basis to Alliant Techsystems Inc. of Clearwater, FL. As the sole designer, developer, and manufacturer of the AAR-47 Missile Warning System (MWS), Alliant Techsystems Inc. is the only qualified source which possesses the requisite knowledge needed to perform this requirement in a timely and cost effective manner. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c) (1), as implemented by Federal Acquisition Regulation 6.302-1, - only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is neither a request for proposals nor a solicitation of offers.
