The Naval Air Systems Command intends to award a Firm Fixed Price delivery order under BOA N00019-06-G-0014 to Alliant Techsystems Inc. of Clearwater, Florida, for the procurement of approximately twenty five AAR-47A(V)2 Flight Line Test Sets and forty five upgrades from the AAR-47(V)2 to the AAR-47A(V)2 configuration for the United States Air Force. This action is being conducted on a sole source basis under the authority of Title 10, U.S. Code 2304(c)(1) and FAR 6.302-1, as Alliant Techsystems Inc. is the sole designer, developer, and manufacturer of the AAR-47 Missile Warning System and the only source with the necessary technical knowledge and data to fulfill the requirement. The broader acquisition effort, supported by Justification and Approval document 09-161C, encompasses a total estimated value of 44,457,500.00 dollars. This comprehensive scope includes not only the test sets and upgrades but also sensor and processor procurement, depot repairs, software improvements, systems engineering, and logistics support. The sole source justification is further reinforced by the contractor's ownership of source control drawings and restricted software rights, which prevents other suppliers from satisfying the agency requirements.
