Ysleta Independent School District has issued an informal Request for Proposal (RFP) titled "Abatement Services," solicitation number 223006RFP-Informal, with proposals accepted incrementally throughout the solicitation period ending February 28, 2027. Awards will be made to multiple vendors based on ongoing evaluation of submissions against criteria detailed in the solicitation. Vendors are encouraged to submit responses promptly, as awards occur throughout the open period upon acceptance of proposals. The solicitation covers service requirements aligning with NAICS code 562910 and is managed through YISD’s Purchasing Department, with contact provided to the Senior Buyer, Roxanne Reta. The procurement is governed by Ysleta ISD’s Solicitation Terms and Conditions effective January 1, 2023, which outline the solicitation processes, award mechanisms for single or multiple contracts, vendor compliance mandates, and standardized contractual provisions. The contract emphasizes a FOB Destination delivery term to the District’s receiving docks at specified campuses or facilities within Texas, with inspection and acceptance occurring at those locations. The evaluation for award is based on a best value trade-off analysis that includes technical merit and cost considerations, although pricing data is not publicly specified. Vendors must submit sealed proposals electronically via YISD’s E-Bid portal or as written offers by the deadline, adhering strictly to format, submission instructions, and character limits to avoid disqualification. Special contractual requirements include strict compliance with HIPAA regulations when handling protected health information, warranties ensuring merchantability and fitness of services, and mandatory insurance coverage consistent with Texas law. The contract allows for limited price adjustments with formal district approval and includes clauses permitting substitute products only under authorized amendments. Vendors are responsible for all costs related to solicitation responses and must demonstrate adherence to applicable federal, state, and local laws. Payment terms require original invoice submission referencing District purchase orders, with payment dispensed no sooner than 30 days after invoice receipt through Electronic Funds Transfer. While detailed contract clauses follow District policies and do not include specific federal acquisition regulation references, provisions such as nondisclosure, contract modifications, and alternate source approvals are included. The solicitation does not specify socioeconomic set-asides or mandatory certifications related to small business status but mandates disclosures under Texas law and lobbying activity if applicable. Overall, the contract establishes a framework for competitively sourced, compliant, and incrementally awarded abatement services to support Ysleta Independent School District’s operational needs over the multi-year solicitation period.
