This contract is for HVAC repairs at three National Weather Service facilities: the Weather Surveillance Radar site in Albuquerque, NM, and Weather Forecast Offices in Corpus Christi, TX, and Santa Teresa, NM. The work includes complete replacement of two 6-ton Bard air conditioner units in Albuquerque and targeted repairs to multiple CRAC and AC units across the other two sites, involving compressor replacements, fan motor assemblies, duct cleaning, humidifier descaling, and system flushing—all in strict compliance with manufacturer specifications and NADCA standards. The procurement is a firm-fixed-price, combined solicitation under a Total Small Business Set-Aside, with a NAICS code of 238220 and a small business size standard of $19.0 million. Offerors must be active in SAM.gov with a valid UEI and CAGE Code, and proposals must be submitted electronically by 2:00 p.m. Pacific Time on July 17, 2026, to the designated points of contact. Evaluation is based on the Lowest Price, Technically Acceptable (LPTA) method, requiring successful passage through two mandatory pass/fail gates: a detailed technical approach demonstrating qualified personnel, warranty, and SOW compliance, and demonstrated ability to deliver and install services as specified. Failure to meet these technical criteria results in exclusion regardless of price. The contract’s period of performance is 90 days from the date of award or notice to proceed, with equipment submittals due within five days of notice to proceed and installation completed within 30 days of equipment delivery. All work must minimize disruption to 24/7 operations. The contractor must provide a minimum one-year warranty on labor and installation, submit safety and emergency plans within five days post-award, and ensure all personnel complete sexual assault and harassment training within 30 days.
