AC130 / AC140 Tires

The Department of National Defence is seeking suppliers to provide AC130 and AC140 tires under solicitation W8485-279473/A, with a required delivery date of 31 March 2027 to three Canadian Forces Supply Depots: 25 CFSD Montreal, 7 CFSD Edmonton, and CAAWC Trenton. The solicitation details three specific line items, each identified by NATO Stock Number, part number, and NCAGE code, all sourced from the same manufacturer, requiring a total of 50, 100, and 400 units respectively, all to be delivered to Montreal. All items must be new production from the original manufacturer or an accredited agent, conforming to the latest specifications in effect on the bid closing date. Substitute or equivalent products are permitted but must demonstrate identical form, fit, function, quality, and performance, accompanied by full technical documentation including drawings, test reports, and engineering data. Bidders must comply with stringent packaging and marking requirements per Canadian Forces Packaging Specification D-LM-008-036/SF-000, with each unit packaged individually and labeled separately for each consignee, including Transportation Control Numbers and all applicable certifications. Airworthiness documentation, including a signed compliance certificate, must be included within each item’s packaging. For item one, the tires must retain at least 75% of their authorized shelf life at the time of delivery. Bids must be submitted electronically via epost Connect, with hard copies accepted only if compliant with specific paper and formatting standards, and must be structured into three clearly separated sections: technical, financial, and certification. All pricing must appear exclusively within the financial bid section. Technical compliance is mandatory and evaluated as a pass/fail gate; failure to meet any requirement, including the inability to provide a sample upon request or non-compliance with certification obligations, results in a non-responsive bid. The award will be made to the lowest evaluated price among responsive bidders, with tiebreakers prioritized by earliest delivery date, then earliest bid submission time, followed by bidder track record in after-sales service. Payment will be made at a firm unit price, excluding customs duties, with applicable taxes added separately, and delivered via direct deposit, EDI, or wire transfer for international parties.
