The Army Contracting Command-Aberdeen Proving Ground and PEO Enterprise are establishing the Marketplace for the Acquisition of Professional Services (MAPS), a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract. This vehicle is designed to provide knowledge-based professional IT services worldwide to the Army and other federal agencies, aiming to increase flexibility and cost-efficiency by consolidating existing contract vehicles. The scope of work covers five primary technical areas: Engineering, Logistics and Operational Services; Research, Development, Test and Evaluation (RDT&E) Services; Management and Advisory Services; Emerging IT Services; and Foundational IT Services. The contract structure includes a five-year base period with a five-year optional ordering period. The government intends to make 50 awards per domain, with specific reserves for large businesses, commercial-sector vendors, and various small business categories, including WOSB, SDVOSB, HUBZone, and 8(a) firms. Evaluation is based on a point system and pass/fail gates focusing on systems and certifications, past performance, and price. Key requirements for offerors include active TOP SECRET facility clearances, CMMC Level 2 certification, and ISO certifications. Proposals must be submitted in six volumes via the Digital Market Portal, including a cover letter, scorecard, systems certifications, past performance, cost, and a subcontracting plan for large businesses. Performance will be monitored through a Quality Assurance Surveillance Plan, and invoicing must be processed via WAWF.

The Contracting Officer is ultimately responsible for the communication relating to specific solicitations. Always rely on  the solicitation language.

UPDATE 5: Thank you to our Industry and Government Partners for a successful Industry Day. We have received resounding feedback and great thought-provoking questions in which the Government will thoroughly review and consider. Some preliminary adjustments on the horizon include:

  • The ability for applicable Offerors to leverage subcontract experience for qualifying projects,
  • Refinement of outcome-based service requirements for our Commercial-Sector Vendors; and,
  • Refinement of Off-Ramp terms.

With this, please stay tuned and note the timelines presented at Industry Day will be changed. The Government intends to release another draft and final RFP within this next quarter. A new timeline will be provided at that time.
