The 72d Air Base Wing at Tinker Air Force Base is soliciting proposals under Blanket Purchase Agreements (BPAs) for Avigilon-branded access control equipment, components, and associated software, utilizing FAR Part 12 commercial procedures under a total small business set-aside with NAICS code 561621. The acquisition is strictly limited to the Avigilon brand, with a justification for this sole-source requirement attached, and will result in the award of three to five BPAs using a Lowest Price Technically Acceptable (LPTA) evaluation method, where price is the sole evaluation factor and technical acceptability serves as a pass/fail threshold. All proposals must fully comply with the solicitation’s requirements, including the approved BPA schedule, performance work statement, and all referenced clauses, with submissions due by 5:00 p.m. CDT on May 22, 2026. The BPAs have a five-year period of performance running from January 15, 2026, to January 14, 2031, with an overall ceiling value of $4.5 million, though no base or minimum quantity is guaranteed and individual task orders will establish FOB terms on a case-by-case basis. Contractors must meet stringent security, compliance, and operational requirements, including adherence to DoD directives, DISA STIGs, FIPS 201 standards for CAC readers, Trade Agreements Act compliance, and Cybersecurity requirements such as safeguarding covered defense information. Offerors must be registered in SAM with a valid UEI and CAGE code, and all personnel accessing Tinker AFB must obtain DBIDS credentials and comply with escort requirements for restricted areas. Only personnel with appropriate security clearances may handle server or data center equipment. The contractor must designate a qualified project manager and submit personnel lists promptly after award, ensure all delivered hardware and software are new and covered by a one-year system and two-year parts warranty, and provide a two-hour response time for service calls. Invoicing must be submitted electronically through WAWF, and all packaging, marking, and preservation must conform to contractual specifications, even if specific MIL-STD references are not listed. The requirement includes ongoing compliance with cybersecurity reporting, foreign procurement disclosures, and representations regarding prohibited business conduct with entities linked to the Maduro regime or Xinjiang Uyghur Autonomous Region, and prohibits employment of current government employees or off-duty CORs.
