The Federal Highway Administration intends to award a sole source purchase order to the American Society Testing and Materials for access to the ASTM Compass transportation portal. This agreement provides unlimited 24/7 access to a vast library of active and historical transportation standards, digital journals, proceedings, an integrated e-learning system, and laboratory quality proficiency training. These resources are essential for ensuring construction and research projects meet specific transportation engineering measurements and parameters. The contract is structured with a five year period of performance, consisting of a base year and four option years. Because ASTM is the sole publisher and licensor of these materials, the agency has determined that no other source can satisfy the requirement. While this notice is not a request for competitive proposals, interested parties may submit capability statements to the Department of Transportation to demonstrate their ability to perform the effort.
