Full Description
Update existing ventilation system for explosion proof room D404 at 680 Ackerman Road. This project will remove existing exhaust equipment/duct, and existing roof curb. Procure new exhaust equipment, modify roofing as needed to install new exhaust equipment/duct and curb, flash in and maintain roofing system. Remove and replace duct servicing D404 space and include additional “snorkel like type” of exhaust vents in the room. Laboratory operations will be maintained during this project using a temporary explosion proof storage solution that will need to be supplied by the project. Provide permitted drawings from The State of Ohio. Provide infection control measures and protective barriers (HEPA cart/machine). Provide labor, materials, and equipment to complete the layout and installation of new stainless steel exhaust pipe for room D404 with fire tape. Provide labor, materials, and equipment to complete the installation of new exhaust equipment with new support rails and guide wires located on the roof. Provide labor, materials and equipment to complete the disconnection of existing electrical power to exhaust equipment located on the roof, rework electrical components to re-route conduit and pull new wire for new exhaust equipment, land and terminate in electrical panel. Provide labor, materials, and equipment to complete the disconnection and removal of existing exhaust equipment, stainless steel duct materials, and any associated accessories. Provide labor, materials and equipment to remove existing exhaust equipment curb, modify roofing as needed to install new exhaust equipment/duct curb, install new equipment curb, flash in and maintain roofing system. Provide labor, materials, and equipment to complete the removal and reinstallation of existing ceiling grid as needed to complete the installation of new duct materials. The work will be completed during normal working hours and will need to be coordinated with onsite staff to ensure limited disruptions to their ongoing operations. Room D404 will need to be emptied for the project to take place, which will require relocation of existing materials outside the space in a rated flammable hazardous explosion storage container to allow for the installation of ventilation materials. If the work needs to shift to after hours or weekends, then the work will need to be re- evaluated for the shift change. The Program of Requirements (“POR”) has been developed, as a part of this project by the Criteria Architect/Engineer (“Criteria A/E”), Karpinski Engineering. All aspects of the project and related issues will be implemented and operated consistent with the Contracting Authority and/or Owner’s policies and procedures. This project is required to be designed and delivered within a collaborative BIM-enabled environment following The Ohio State University BIM Project Delivery Standards. The Primary firm submitting for the project will be required to have the BIM expertise capable of meeting the aforementioned standards. Scope of Services: The selected Design-Builder (“DB”), as a portion of its required Scope of Services and prior to submitting its proposal, will discuss and clarify with the Contracting Authority and/or Owner, the breakdown of the Agreement detailed cost components, to address the Owner’s project requirements and refine the project schedule. Participate in the Encouraging Diversity, Growth & Equity (EDGE) Program as required by statute and the Agreement. As required by the Agreement, and as properly authorized, provide the following categories of services: develop and maintain estimates of probable construction cost, Target Value Budget/Target Value Design, project schedules, and construction schedules; lead and manage the Design Development, Subcontractor Prequalification and Bidding process, Construction Documents, Construction and Closeout stages. The project shall follow the applicable University Sustainability Standards: https://fod.osu.edu/sites/default/files/div_18.pdf. Refer to the Ohio Facilities Construction Manual additional information about the type and extent of services required for each. A copy of the standard Agreement can be obtained at the OFCC website at Design-Build Agreement. The selected DB will be required to sign the standard agreement. No modifications to the requirements in the agreement will be accepted. Required Professional Liability Insurance will be per General Conditions Articles 10.3.7, 10.3.8 and 10.3.9. The preconstruction and construction services are generally described below. Subcontracts including Plumbing, Fire Protection, HVAC, and Electrical trades will be awarded by the Design-Builder (“DB”) to prequalified vendors using a competitive process. The parties will engage in an "open book" pricing method in which all subcontracted work shall be based upon competitive pricing that will be reviewed by the Contracting Authority/Owner, the Criteria A/E and the DB. The Contracting Authority/Owner shall have access to all books, records, documents, and other data in the DB's possession related to itself, its subcontractors and material suppliers pertaining to bidding, pricing or performance of the Agreement. Preconstruction Services: The DB will work cooperatively with the Contracting Authority/Owner, Criteria A/E and Project Team, and will provide, among other services, schedule development, estimate development, program verification, schematic design, design development, Guaranteed Maximum Price (GMP) proposal, subcontractor prequalification and bidding, construction documents preparation, constructability review, permits, budgeting, Target Value Budget/Target Value Design, and preconstruction planning throughout the preconstruction stages. When the drawings and specifications are at a stage of completion specified in the Agreement, such partially completed documents (the "Basis Documents") shall be provided to the DB, together with the Architect/Engineer of Record’s (“AOR”) detailed listing of any incomplete design elements and the AOR’s statement of intended scope with respect to such incomplete elements (the "Design Intent Statement"). Contingent upon the Contracting Authority’s approval of the GMP, the parties will enter into an amendment to the Agreement establishing the Contract Sum (“GMP Amendment”). If the proposed Contract Sum exceeds the Project Budget established for construction, then the Contracting Authority may terminate the agreement with the DB and seek proposals from other firms for completion of the Project. Construction Services: The DB shall construct the Project pursuant to the construction documents and in accordance with the schedule requirements. The DB shall hold all subcontracts and shall be fully responsible for the means and methods of construction, weekly progress meetings, testing and inspections, project safety, project completion within the schedule agreed upon in the preconstruction phase, compliance with all applicable laws and regulations including monitoring compliance with all EDGE, equal employment, and prevailing wage requirements, and submitting monthly reports of these activities to the Contracting Authority. All subcontracts shall be on the subcontract form prescribed by OAC Section 153:1- 03-02. The Contracting Authority reserves the right to approve the DB’s selection of subcontractors and any supplemental terms to the subcontract form. While not exclusive, guidelines governing safety expectations for construction/ renovation projects within Ohio State buildings are set forth in the Building Design Standards Appendix V and are summarized here: https://fod.osu.edu/resources, under the section titled “Construction Site Safety Requirements.” Closeout Services: The closeout for this project is required to be delivered in an electronic cloud-based format using e- Builder Project Management System and adhere to The Ohio State University Project Closeout Standards. The Ohio State University Project Closeout Standards can be accessed via the OSU FOD vender resource website (https://fod.osu.edu/resources) under Post Construction / Close Out. The DB will comply with applicable OSU Wexner Medical Center policies, including the Identification Badge Policy, which incorporates the Non-discretionary Vaccination Policy/Employee Health Infection Control and Background Check Policies, as identified at https://wexnermedical.osu.edu/utility/footer/vendor-interaction. The DB is responsible for all costs incurred related to compliance with these policies. This project will have state of Ohio Prevailing Wage Rates. Obtain the Wage Rate Determination by emailing the University Prevailing Wage Coordinator at prevailingwage@osu.edu. For purposes of completing the Relevant Project Experience Matrix in Section F of the Statement of Qualifications (Form F110-330), below is a list of relevant scope of work requirements for this RFQ: 1.
