Acoustic Modeling Software

NOTICE OF INTENT TO SOLE SOURCE. The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), intends to issue a purchase order to ESI Group - North America, for a one year license for VAOne Boundary Element software. The Centers for Disease Control and Prevention (CDC), National Institute of Occupational Safety and Health (NIOSH), Hearing Loss Prevention Branch, has a requirement for a one-year license for acoustic modeling software that has all of the following: Boundary Element Method (BEM), Finite Element Method (FEM), and Statistical Energy Analysis (SEA) modules. The models will be used to demonstrate the use of vibro-acoustic predictions to gain insight into and improve the acoustic radiation characteristics of the cutting head of the Longwall shearer and potentially develop engineering noise controls for the drum. This project is supported by justification for other than full and open competition under authority of 41 U.S.C.253(c)(1) or FAR 13.106-1(b)(1). Responsible sources that believe they possess the expertise and capabilities identified above are hereby afforded the opportunity to submit to the listed Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement and pricing information in the format they choose, not to exceed 10 pages. All vendors must be registered in the System for Award Management (SAM) at www.sam.gov , (formerly known as Central Contractor Registry (CCR) www.ccr.gov), prior to an award of a federal contract. This is not a Request for Proposals; however, the Government will review any/all product, capabilities, and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 6.302-1, negotiations will be conducted with the ESI Group - North America as the only source.
