Full Description

This is a Notice of Intent, not a request for proposal.  The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with the following vendor: Peak Scientific.

Acquisition Description:

The CPL uses LC-MS/MS and related bioanalytical instrumentation to quantify drugs, metabolites, and other analytes in patient and research specimens. These systems require a consistent supply of high-purity nitrogen and clean dry air for stable instrument operation, reproducible analytical performance, and reliable daily sample analysis. The nitrogen generator currently supporting these instruments is no longer being serviced by the vendor, creating operational risk for the laboratory. Loss of nitrogen or dry-air supply would directly impair operation of the instruments and could delay analysis of clinical research samples. Replacing the unsupported unit with a Peak Scientific Infinity XE6020 +AD will restore a serviceable and supportable gas supply for ongoing research operations.

The quoted Peak Scientific configuration specifies an air input requirement of 120 psi, nitrogen output of 100 psi at approximately 100 liters per minute, and dry-air output of 100 psi at 50 liters per minute. These output characteristics are required to support the laboratory instruments that rely on nitrogen and dry air during routine operation.

The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.  All responsible sources that could provide the required may submit a capability statement that will be considered by email (subject line to reference NOI-CC-OLAO-26-007237) by 12:00 PM eastern standard time on 8/5/2026 to valerie.gregorio@nih.gov.

All responses received by the closing date of this synopsis will be considered by the Government.  A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.

Automated Special Stainer System SupplyThe contract solicits the supply of an automated histochemical staining system designed for diagnostic use in clinical laboratories, with the capability to perform both routine and complex staining protocols including AFB, GMS, PAS, Trichrome, Reticulin, and Iron stains. The system must meet stringent operational and reliability standards to support accurate pathological analysis in a high-throughput environment. The procurement is structured as a subcontract under the Department of Veterans Affairs through the Network Contract Office 19, with performance expected to take place in Salt Lake City, Utah, at the designated zip code 84148. The solicitation was posted on July 24, 2026, with responses due by July 31, 2026, at 4:00 PM, indicating a limited window for vendors to submit proposals. The North American Industry Classification System code 334516 specifically categorizes this as medical and diagnostic laboratory equipment manufacturing, ensuring that only qualified manufacturers or authorized distributors may respond. While no set-aside provisions or small business preferences are indicated, the contract demands full compliance with clinical diagnostic standards and likely requires evidence of prior deployments in similar healthcare or Veterans Affairs facilities. The absence of a point of contact suggests that all inquiries must be directed through the official Sam.gov platform linked in the posting.

Supply and Delivery of Brand-Name Sleep ChambersThe contract requires the supply and delivery of 12 commercial off-the-shelf brand-name sleep chambers to the Walter Reed Army Institute of Research under F.o.b. Destination terms, with acceptance contingent upon successful inspection upon delivery. The equipment must meet specified standards as brand-name products, ensuring compatibility with research protocols and operational requirements. Delivery is due to a confirmed location in Silver Spring, Maryland, with a zip code of 20910, and performance is governed by the Defense Health Agency under the Department of Defense. The NAICS code 334516 applies, indicating classification within the manufacturing of surgical and medical instrumentation, which aligns with the nature of the sleep chambers as specialized medical devices. The solicitation was posted on July 24, 2026, with a firm response deadline of August 7, 2026, at 2:00 PM. This is structured as a subcontract under the broader DoD procurement framework, with no set-aside designation specified. Delivery must comply with F.o.b. Destination terms, meaning ownership and risk transfer to the government only after the items arrive at the designated site and pass inspection. Failure to meet specifications or deliver on schedule may result in non-acceptance and potential contract termination. All items must be brand-name products, excluding generic or private-label alternatives, and must be fully functional for use in clinical and research environments at the facility in Silver Spring.

BRAND SPECIFIC - Milli-Q Water Purification SystemThe Department of Justice, through the Drug Enforcement Administration, is soliciting a sole-source procurement for a Milli-Q IQ 7005 ultrapure water purification system under solicitation D-26-SS-0056, with a response deadline of July 15, 2026. This is a brand-specific acquisition justified under FAR 12.102(c) and FAR 11.204, restricting eligibility exclusively to the original equipment manufacturer, Millipore-Sigma, or its authorized federal resellers, as no alternative systems meet the technical requirements for forensic drug analysis at the INTREPID El Paso Laboratory. The system must be delivered as a complete, integrated package including all specified components such as the main purification unit, storage tank, wall mounts, remote dispensers, installation pack, polishers, filters, and activation services, with no partial submissions accepted. Delivery is required by July 31, 2026, at Fort Bliss, Texas, with the exact location in El Paso to be provided post-award. Evaluation will follow a Low Price Technically Acceptable (LPTA) method, where only technically compliant offers—those including every listed item and valid reseller authorization—are considered, and award will go to the lowest-priced acceptable quotation. No socioeconomic set-asides apply, and offerors must provide a valid Unique Entity ID (UEI); GSA Contract Number must be included if quoting under a GSA schedule. The estimated contract value is $55,000, and while the contract type is not formally designated, it is inferred as Firm Fixed Price under FAR Part 12. Submission requires company letterhead, point of contact information, and adherence to the all-or-none requirement specified in the attached RFQ, with no formal evaluation factors beyond technical acceptability and price. No packaging, marking, inspection criteria, invoicing details, or contracting officer representative information are provided in the solicitation, and the contracting office is located in Springfield, Virginia.

Justification for Cancellation of Solicitation No. CS-119444-OThe National Institutes of Health, under the Department of Health and Human Services, canceled Solicitation No. CS-119444-O issued through the NITAAC CIO-SP3 GWAC vehicle on June 25, 2026, due to strategic misalignment with the agency’s evolving enterprise IT centralization initiative and updated cybersecurity mandates. The original solicitation sought comprehensive IT services including application modernization, cloud and SharePoint migration, cybersecurity operations, network management, infrastructure support, software development, and PMO oversight, all intended to advance NIH’s digital transformation goals. However, the scope was deemed outdated in light of new federal directives such as Executive Order 14028, OMB M-22-09 on Zero Trust Architecture, and Executive Order 14240, which necessitate a broader, more integrated approach under revised governance frameworks. The cancellation occurred prior to any offeror submissions, evaluations, or award, meaning no pricing, contract value, or performance timelines were established, and no special contract requirements, clauses, or evaluation criteria were finalized or enforced. The place of performance remains Bethesda, Maryland, with the Office of Acquisition and Logistics Management maintaining oversight through Contracting Officer Justin M. Borden. The solicitation was not set aside for any socioeconomic category and was open to all businesses. All intended deliverables, standards, and compliance obligations tied to the original Performance Work Statement are no longer viable, requiring a re-compete under a consolidated IT services vehicle aligned with current federal IT and cybersecurity policies.

Cybersecurity Operations & ComplianceThe contract titled Cybersecurity Operations & Compliance is a subcontract under the National Institutes of Health, part of the Department of Health and Human Services, aimed at delivering continuous cybersecurity monitoring, real-time threat detection, rapid incident response, and policy compliance services for NIH IT systems. The work is performance-based and requires the contractor to maintain robust, 24/7 operational capabilities to identify, analyze, and mitigate cyber threats across NIH infrastructure, ensuring alignment with federal security standards and regulatory requirements. The place of performance is designated as Bethesda, Maryland, with a zip code of 20892, indicating the primary location for service delivery, even though no specific office address or point of contact is provided. The contract is classified under NAICS code 541612, which corresponds to Computer Facilities Management Services, signaling that the focus is on managed cybersecurity operations rather than hardware or software procurement. It was posted on June 25, 2026, suggesting this is a future opportunity under solicitation, though no solicitation number is listed. As a subcontract, this effort supports a prime contractor or larger program, meaning the successful bidder will integrate their services into an existing cybersecurity framework. The absence of set-aside information implies the opportunity may be open to all eligible small or large businesses without specific socioeconomic preferences. The contractor must be prepared to operate at a high tempo, maintain strict compliance, and respond effectively to evolving cyber threats impacting critical health research systems.
