Full Description
This is a Notice of Intent, not a request for proposal. The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with the following vendor: Peak Scientific.
Acquisition Description:
The CPL uses LC-MS/MS and related bioanalytical instrumentation to quantify drugs, metabolites, and other analytes in patient and research specimens. These systems require a consistent supply of high-purity nitrogen and clean dry air for stable instrument operation, reproducible analytical performance, and reliable daily sample analysis. The nitrogen generator currently supporting these instruments is no longer being serviced by the vendor, creating operational risk for the laboratory. Loss of nitrogen or dry-air supply would directly impair operation of the instruments and could delay analysis of clinical research samples. Replacing the unsupported unit with a Peak Scientific Infinity XE6020 +AD will restore a serviceable and supportable gas supply for ongoing research operations.
The quoted Peak Scientific configuration specifies an air input requirement of 120 psi, nitrogen output of 100 psi at approximately 100 liters per minute, and dry-air output of 100 psi at 50 liters per minute. These output characteristics are required to support the laboratory instruments that rely on nitrogen and dry air during routine operation.
The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements.
