The Coast Guard requires a more agile and effective approach to deliver its full range of services. A critical component is a responsive contracting and acquisitions (C&A) solution designed to streamline, automate, and improve the quality of current workflows. By maximizing the use of Commercial-Off-the-Shelf (COTS) software and Artificial Intelligence (AI), the Coast Guard aims to integrate new enterprise capabilities, delivering cutting-edge technology to the field at the speed of need. This initiative will address data quality issues, standardize processes, and significantly enhance enterprise efficiency, tracking, and planning capabilities.
This new system is designed to bridge existing gaps by: -Interfacing directly with current DHS and commercial procurement systems. -Providing a single point of entry for all procurement and acquisition documentation and approval workflows. -Integrating AI and business intelligence to supplement document creation and support decision-making. -Offering a community knowledge management hub.
The system's capabilities are grouped into four key areas:
1. Procurement Workflow Automation This area focuses on creating a unified workflow that provides 100% visibility into all phases of the contract lifecycle. AI will be used to generate initial drafts of acquisition plans, market research reports, and other essential documents. The system will also streamline the review, source selection, and award notification processes while managing post-award administration and performance.
2. Acquisition Program Management Automation To ensure compliance with governance frameworks, this capability will leverage AI to generate draft documents for major and non-major acquisition programs. It will support digital approval workflows, using AI to identify potential risks and support executive decisions. The system will also include features for managing documentation updates and strategic planning to identify opportunities for collaboration across the enterprise.
3. Knowledge Management A centralized knowledge management capability will be established to help the procurement and acquisition communities capture, store, and share information.
