ACTUATOR, ELECTRO-ME

This contract is for the procurement of 47 rotary electro-mechanical actuators with NSN 4810-01-393-9887 under solicitation SPE7M4-26-Q-0650, issued by the Department of Defense’s Fluid Handling Division through DLA Land and Maritime. The requirement is a restricted-source item that mandates government engineering source approval due to its critical nature and technical complexity. Technical and quality requirements are incorporated by reference from the DLA Master List of Technical and Quality Requirements, with revisions controlling based on acquisition type and amendment dates. The contractor must comply fully with MIL-T-31000 by providing detailed drawings, operation sheets, source identification for critical processes including forgings and castings, and a shock extension report compliant with MIL-S-901 and DI-ENVR-80706. If original OEM drawings are unavailable, a comprehensive reverse engineering report detailing methodology, sample sizes, measurements, tolerances, and acceptance rationale must be submitted. The product must be manufactured and delivered under strict configuration change management protocols with no deviations permitted without formal engineering approval. Packaging must adhere to MIL-STD-2073-1E with specified codes for preservation, cushioning, wrapping, and container type, and must use reusable containers for depot-reparable items. All packaging and preservation materials are strictly prohibited from containing mercury or mercury compounds. Marking and labeling must conform to MIL-STD-129, including human-readable and machine-readable barcodes, NSN, part number, lot identity, and special markings for Product Verification Test Samples.
