AI Contract Overview

This contract pertains to the Rookery Bay National Estuarine Research Reserve - Briggs Boardwalk project, with a bid deadline set for July 15, 2025. The project involves constructing a boardwalk at the reserve, with specific modifications outlined in Addendum No. One, which must be signed and submitted alongside the bid. Notably, the scope of work has been adjusted to exclude the parking lot, which was removed from the original scope, although the design and scope of the boardwalk itself remain unchanged. The contract emphasizes that the successful bidder will be responsible for all work detailed in the contract documents, and the project budget was not the reason for bid cancellation; instead, the process aims to award the contract to the lowest responsive bidder. Key technical details include provisions for pile driving, where a minimum embedment depth of 25 feet is specified unless practical refusal criteria are met during installation, allowing for pile cutting without additional approval if conditions are satisfied and documented. The contract is managed by the Florida Department of Environmental Protection, with a project size estimated between $500,000 and $1,500,000. Bidders are directed to contact Laurinda Micheels for further information and can access additional bid details through the Florida Marketplace website.

July 2, 2025 NOTICE TO APPLICANTSADDENDUM NO. ONE (1) Rookery Bay National Estuarine Research Reserve - Briggs BoardwalkDEP BID NO. BDC60-24/25 TO BIDDERS AND PLAN HOLDERS ON THE ABOVE REFERENCED PROJECT: PLEASE NOTE CONTENTS HEREIN AND INCLUDE, SIGNED, WITH YOUR BID SUBMISSION. NOTICE It will be required that this addendum be signed in acknowledgment of receipt and that it be included with your Bid when same is submitted to Laurinda Micheels, Contracts Specialist, Bureau of Design and Construction, 3800 Commonwealth Blvd., MS #520, Tallahassee, Florida, 32399-3000. Failure to do so may be grounds for rejection of the Bid. _______________________________________Signature of Contractor and Date The following statements supersede & supplement the corresponding items in the specifications & drawings: 1. Question: Please confirm removal of the parking lot work is the difference in scope between previous April and a new bid. Please confirm the scope and design of the boardwalk itself remained unchanged. If not please list major differences.Answer: The parking lot was removed from the bid. The successful bidder will be responsible for all work in the contract documents for this bid. 2. Question: Please confirm $2,000,000 budget estimate in April bid was not the reason for bid cancellation. With parking lot being approximately 10% or less of the bid will contract be still awarded to the responsive bidder if bid is significantly over $2,000,000?Answer: No, it was not the reason for bid cancellation. Our intent is to contract with the apparent lowest and responsive bidder per the bid documents. 3. Question: Based on the revised drawings there is a new piling penetration required for pilings attached to the roof structures of 25'. Is there an allowance if refusal is met while driving the pilings, adjusting the requirement to less than 25'?Answer: Per the structural general notes on Sheets S102 and S103 of the signed construction plans, the specified 25'-0" minimum embedment depth applies unless refusal is encountered. The plans define practical refusal as follows:"20 blows per inch or less than one inch penetration, with the hammer operating at the highest setting determined by the engineer and less than ¼ inches rebound per blow, then pile shall be cut to required height."Accordingly, if these conditions for refusal are met during driving, the pile may be cut without achieving the full 25 feet of penetration. No additional authorization is required, provided the refusal criteria are documented and satisfied in the field. In all other respects, the contract documents of which this is an Addendum, and attachments relative thereto, shall remain in full force and effect.
