Addendum No. 1 to the 2019 Hillcrest LRDP EIR for the Outpatient Pavilion and Parking Project

UC San Diego Health is initiating the Hillcrest Medical Center Renewal project to replace its 1963 county hospital facility with a new approximately 300-bed hospital on the Hillcrest campus in San Diego, California. The current focus is the Advanced Work Phase, which is designed to accelerate project delivery by allowing for the demolition of existing buildings, site and utilities preparation, and the procurement of long-lead items such as steel, elevators, and foundation components that do not require final design completion. The project is governed by the California Environmental Quality Act and is supported by the 2019 Long Range Development Plan Environmental Impact Report. A Notice of Determination dated July 15, 2026, certifies the approval of the Advanced Work Phase, confirming that no new significant environmental impacts exist beyond those previously studied. Compliance is maintained through the implementation of mitigation measures and the associated Mitigation Monitoring and Reporting Program. Administrative oversight is provided by the University of California, with Brian Harrington serving as the Director of Physical and Environmental Planning.
