Addendum No. 6 to Final EIR 588 - RELOOC Strategic Plan Olinda Alpha Landfill Implementation - Revision to SWFP to Update Landfill Closure Date

Orange County Waste and Recycling is implementing the Final Closure and Post-Closure Maintenance Plan for the Olinda Alpha Landfill in Brea, California. This project involves a comprehensive closure sequence that includes the cessation of waste disposal, a five-year post-closure settlement period, the installation of an engineered cover system, and the long-term maintenance of stormwater and landfill gas systems. The plan also allows for the continuation of composting and material recovery activities. These actions are managed under the Regional Landfill Options for Orange County Strategic Plan and are designed to establish a sustainable funding basis for maintenance in perpetuity or as required by regulatory agencies, all while remaining within the previously approved landfill footprint without increasing permitted tonnage. The project is governed by the California Environmental Quality Act and is supported by several environmental impact reports, including Addendum No. 6, which specifically updates the Solid Waste Facility Permit to revise the landfill closure date. A 2024 Cooperative Agreement between the City of Brea and the County of Orange outlines the financial and operational framework, including two equity payments of 3,250,000 dollars each for community mitigation and a host fee of 1.50 dollars per ton of disposed municipal waste. The implementation process ensures that no new significant environmental effects are introduced, maintaining compliance with state regulatory standards and the original Final EIR 588.
