The contract awarded to Lockheed Martin Space Systems Company (LMSSC) by the Space and Naval Warfare Systems Center, San Diego, supports the Control Based Mobile Ad-Hoc Networks (CBMANET) Program, initially funded with $8.663 million including a one-year option. The contract focuses on advanced system integration and testing activities aimed at enhancing communications technology for military applications. A sole-source modification valued at approximately $250,000 is planned to extend work under the existing contract, which runs through December 2007. This modification includes conducting additional airborne and field tests to evaluate deployment feasibility and improve system capabilities, particularly through collecting and analyzing localization data and facilitating operational use by Marines at Camp Pendleton. Key tasks also involve upgrading the Phase 2b prototype software by incorporating new features to support military user evaluations, designing and developing a graphical user interface for better system control and management, and creating a prototype radio interface compatible with U.S. Marine Corps ground radios. LMSSC is uniquely qualified for this work due to their prior experience and involvement with the current hardware and software configurations of the CBMANET system, ensuring continuity without delays or added costs. This contract underscores the importance of LMSSC’s specialized expertise in advancing critical communications technologies for the Department of Defense.

The Space and Naval Warfare Systems Center, San Diego (SSC-SD) issued a competitive award against DARPA broad agency announcement BAA05-42 to Lockheed Martin Space Systems Company (LMSSC) on 15 June 2006 in support of the Control Based Mobile Ad-Hoc Networks Program in the amount of $8.663 million, inclusive of 1 one-year Option. SSC-SD intends to award a sole-source contract modification for new work, at an estimated value of $250,000, against contract N66001-06-C-2021 currently being performed by LMSSC, which expires 14 December 2007. The effort is to perform additional tests and experiments to include an airborne experiment to collect data and perform post-processing localization analysis to evaluate feasibility of an airborne deployment and a field systems test for the Marines at Camp Pendleton; enhance Phase 2b prototype system software to facilitate prototype system evaluation by military users by incorporating additional features to support the user evaluation; design and develop an operator console with a graphical user interface for system initialization, control and management; and identify, specify, and develop a prototype radio interface to a U.S.M.C. ground radio. Only LMSSC has the specific experience and background necessary to continue to perform this tasking without significant delay or additional cost. They are the only company that has the unique expertise and experience based on their support of the hardware and software configuration of the CBMANET under the current contract.
