GSA FEDSIM, intends to negotiate on a sole source basis with Translang, LTD per the authority of 41 United States Code (U.S.C.) U.S.C. 253(c)(2) as implemented by FAR 6.302-2, Unusual and Compelling Urgency. The agency need for the services is so urgent that providing a fair opportunity would result in unacceptable delays leading to serious injury to the government. The purpose of this requirement is to gather, analyze, and disseminate information to engage African leaders from both the military and civilian sectors in order to gain a better understanding of the geopolitical forecast and the associated impacts on United States (U.S.) national security, and to provide substantive frameworks that can be used by African countries to improve the regional security environment. This effort includes professional support services, logistical support, and administrative support required to support the African Center for Strategic Studies (ACSS) mission. The bulk of this effort involves the operational planning and execution of peer-to-peer educational exchanges both within the Continental United States (CONUS) as well as Outside the CONUS (OCONUS). The majority of academic program development is conducted by ACSS; however, the effort will involve sourcing and engagement of Subject Matter Experts (SMEs) to augment the ACSS faculty. Additionally, the effort involves research on political environments and key topic discussions conducted by SMEs, research associates, and adjunct faculty members, along with related Alumni Chapter engagements throughout Africa, other overseas locations, and the U.S. The awarding of a sole source contract is necessary to ensure there is no break in service for the current requirements. The current task order period of performance ends at the end of January 2019 and this bridge contract will need to begin the next day which will not allow time for transition. Awarding this bridge contract will provide GSA FEDSIM time to execute the source selection activities for the competitive re-compete with ample transition time after award. A sole source justification for the Administrative and Subject Matter Support Services for the the ACSS mission will be prepared to support this requirement. Firms believing they can provide these services above must provide written notification in the form of a capability statement or a proposal to the Contracting Officer with supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirements within a short turnaround time. This notice is not a request for competitive proposals. All responses received within five calendar days of the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive follow on procurement. Responses should be emailed to the Government point of contact for this acquisition. Responses should include the firm's Dun and Bradstreet number (DUNS) and Tax Identification Number (TIN). Firms should identify business size (i.e. small business, other than small business, etc.) in accordance with the size standard for the NAICS Code identified in this Notice. This notice may represent the only official notice of such a solicitation for these requirements.
