The New York State Department of Agriculture and Markets is seeking proposals to administer a Beginning Farmers Competitive Grant Program, with a total funding pool of $2 million over a four-year period. The program aims to support farmers who have been operating for ten years or less, including urban farmers, by providing grants for various purposes such as starting or expanding farms, purchasing land, equipment, or livestock, and improving farm infrastructure. Up to 15% of the funds may be allocated for administrative expenses, with the remaining 85% dedicated to direct grants to eligible beginning farmers. The grants can support projects on leased land and are intended to foster new farm operations and related activities across all counties in New York State. Eligible entities to serve as the program administrator include municipalities, public benefit corporations, local development corporations, and not-for-profit organizations. Proposals can also involve partnerships with other organizations, with the lead entity responsible for administration. The RFP process includes an informational webinar, question submission deadlines, and a final proposal deadline of December 17, 2024. The contract aims to ensure diversity in subcontracting, with goals set for minority, women, and service-disabled veteran-owned business participation. The selected administrator will manage the program, which is designed to facilitate the growth of new farmers and strengthen local agricultural communities throughout New York State.
