The contract involves the potential installation of a solar microgrid at 14 Wing Greenwood in Nova Scotia, with an estimated value of approximately $16.6 million. The project aims to centralize diesel generation by procuring and installing two 1.25MVA diesel generators, with provisions for future expansion to four generators as demand grows. Key components include motorized breakers at the main switchgear, advanced microgrid controls to augment existing infrastructure, a 300 kW photovoltaic (PV) solar installation, and a 3.5MVA Battery Energy Storage System (BESS). The microgrid controller will enhance reliability by responding to utility demand response requests and providing emergency power during outages. The contract is subject to approval by the Department of National Defence and is expected to be posted in March or April 2026. Interested contractors must hold or obtain the required security clearances, anticipated to be at the Designated Organization Screening (DOS) level, to be eligible for contract award. Defence Construction Canada (DCC) facilitates early access to the security clearance application through its Industrial Security Program (ISP), offering sponsorship assistance to contractors who do not currently hold the necessary clearances. The sponsorship process requires contractors to submit applications well in advance of the tender closing date to allow adequate processing time. While DCC assists in this process, there is no guarantee of timely clearance approval. All bidding documents will be available on the MERX platform, and any queries about the procurement or the security clearance process can be directed to the designated DCC contacts.
