Savira Solar Project

Savira Renewables, LLC proposes the construction of the Savira Solar Project in Blythe, Riverside County, California. This utility-scale facility will feature solar photovoltaic arrays generating up to 150 MW of renewable energy, supported by a 250 MW Battery Energy Storage System (BESS). The project infrastructure includes an operations and maintenance building, a 230 kV substation, and a new 1.8-mile 230 kV generation tie-line to deliver electricity to the statewide transmission grid. The project site encompasses approximately 535 acres and is currently undergoing comprehensive environmental review under the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA). The project is subject to rigorous technical and regulatory requirements, including geotechnical assessments for foundation design, water supply evaluations per Senate Bill 610, and detailed biological and cultural resource monitoring. Key compliance mandates include the use of HAZWOPER-certified personnel for ordnance handling, the presence of qualified archaeologists during grading, and the implementation of a Worker Environmental Awareness Program. Additionally, the project must adhere to a Construction Traffic Control Plan and a Fire Protection and Prevention Plan for the BESS. While the Draft Environmental Impact Report indicates that most environmental impacts can be mitigated, operational aesthetics remain a significant and unavoidable impact.
