The Naval Surface Warfare Center Philadelphia Division awarded an undefinitized, sole-source contract to Hamilton Sundstrand Corporation for the Advanced Carbon Dioxide Removal Unit (ACRU) Qualification Unit. This effort encompasses engineering and design development, the creation of operating and maintenance procedures, and the procurement of specific long lead components. The scope of work further includes the fabrication and testing of the qualification unit specifically for submarine use. The contract was awarded under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, as Hamilton Sundstrand Corporation was determined to be the only responsible source capable of meeting the required timeframe and cost limitations. This sole-source justification is based on the company's development of the original prototype and the fact that the government does not possess the detailed engineering drawings necessary for another firm to perform the work.
