The Advanced Combat Helmet Generation II (ACH Gen II) procurement, managed by the Product Manager Soldier Protective Equipment (PM SPE) and Army Contracting Command - APG, is a single-award, firm-fixed-price IDIQ contract with a maximum government ceiling of 98 million dollars and a five-year ordering period. The project focuses on the manufacture of a Critical Safety Item designed to be at least 15 percent lighter than legacy ACH helmets while maintaining essential ballistic capabilities. The solicitation requires a design featuring shell holes for the night vision goggle bracket and retention system, though the 7 Pad Suspension System and Improved Retention System must be acquired from government-mandated sources rather than vendor-designed alternatives. Technical compliance is governed by Purchase Description AR/PD 14-01, with specific updates to accommodate polyethylene or polyethylene hybrid materials. Vendors are required to conduct source selection sample testing at National Institute of Justice approved laboratories, involving a matrix of 94 helmets tested for fragmentation protection, resistance to penetration, and ballistic transient deformation. The contract includes rigorous quality management requirements, including ISO 9001:2008 compliance, Technical Data Package submissions, and First Article Testing to ensure all performance and safety standards are met across sizes XS to XXL.

The North American Industry Classification System (NAICS) Code for this requirement is 315990- Apparel Accessories and Other Apparel Manufacturing with a size standard of 500 employees. ACH projectile penetration resistance includes combat-demonstrated protection from the most prevalent conventional fragmenting munitions and improvised explosive devices. The maximum allowed ACH Gen II weight by size is: 2.499 lbs (small), 2.601 lbs (medium), 2.814 lbs (large), and 3.298 lbs (extra-large). This weight includes all principle helmet components as defined above. To meet this immediate requirement, the Government intends to award one (1) firm fixed price, Indefinite Delivery, Indefinite Quantity (IDIQ) contract via a competitive acquisition on a Trade-off basis. The contract minimum includes the Technical Data Package to be delivered fifteen (15) days after contract award and First Article Test (FAT) quantities to be delivered forty-five (45) days after contract award.
