The New York State Department of Health, Division of Chronic Disease Prevention, Bureau of Tobacco Control, is extending the existing 21 Advancing Tobacco-Free Communities contracts for an additional ten months, from July 1, 2024, through April 30, 2025. These contracts, originally awarded under RFA #18093, focus on a comprehensive approach that integrates community engagement and youth action to reduce tobacco use and exposure across all counties in New York State. The initiatives aim to diminish retail tobacco marketing's influence on youth and adults, promote tobacco-free outdoor spaces, decrease secondhand smoke in multi-unit housing, limit tobacco imagery in youth-rated movies, and support emerging tobacco control efforts, all with prior approval from the Health Department. The extension ensures continuity of services during a critical period before new awards are issued through a competitive RFA process, preventing disruptions in ongoing programs and infrastructure development. The contract, initially set from July 1, 2019, to April 30, 2025, is valued between five and ten million dollars and is classified under NAICS code 812990. It covers all counties in New York State and is exempt from advertising requirements under the Economic Development Law, as it involves sole-source procurement awarded to 21 designated recipients. The extension aligns with the department’s goal of maintaining programmatic and fiscal coordination, especially during a period when establishing grantee infrastructure is vital. Any inquiries related to this procurement should be directed to the designated contact person, with further details available through the provided online link.

The New York State Department of Health, Division of Chronic Disease Prevention, Bureau of Tobacco Control intends to extend the 21 Advancing Tobacco-Free Communities contracts awarded via RFA #18093 for a ten-month period from 7/1/2024 to 4/30/2025.  Awardees use a bilateral approach that combines elements of community engagement and youth action under a single contractor to reduce the impact of retail tobacco marketing on youth and adults, increase opportunities for tobacco-free outdoor areas, reduce secondhand smoke exposure in multi-unit housing, reduce tobacco imagery in youth-rated movies, and advance tobacco-free norms through promising/emerging tobacco control initiatives with Health Department approval. The alignment of these grant initiatives improves fiscal and programmatic coordination. A shorter extension would result in contract extension activities occurring around January 2025 which is a time during which critical program priorities depend on having established grantee infrastructure. The extension would avoid a disruption in services until the time when awards are made for the new competitive RFA process. Reason for advertising exemption: Exempt from Advertising per Economic Dev.
