U.S. Embassy Mexico—International Narcotics & Law Enforcement Affairs (INL Mexico) CONOCER Criminal Analyst Certification Services
Solicitation # 19AQMM26Q0469
Solicitation 19AQMM26Q0469 is an unrestricted Indefinite Delivery Indefinite Quantity (IDIQ) procurement issued by the U.S. Embassy Mexico's International Narcotics and Law Enforcement Affairs (INL Mexico) office. The primary objective is to strengthen the capacity of Mexican state and federal crime analysts by providing certification services under the CONOCER Competency Standard, specifically targeting up to 850 analysts in Competency Standard 1599 to improve investigative quality and reduce impunity for high-impact crimes. The contract is structured as a Firm Fixed Price (FFP) agreement with a five-year ordering period running from December 1, 2026, to November 30, 2031. The scope of work includes evaluation services, the issuance of certifications, and associated travel and VAT reimbursements, with performance occurring at various locations across Mexico. To be eligible, the contractor must be formally registered as a CONOCER Evaluation and Certification Institution and assign qualified personnel, including a CONOCER Evaluator for the 1599 Competency Standard. Award will be based on a trade-off approach where technical factors—specifically key personnel, technical approach, relevant corporate experience, and past performance—are deemed more important than the evaluated price. The evaluation process focuses on the greatest value to the government rather than a numerical formula. Administrative requirements include electronic invoicing via the Invoice Processing Platform (IPP) and adherence to strict submission guidelines, with the final response deadline set for November 1, 2026.

The contract is a total small business set-aside under NAICS 541990. The period of performance is five years, spanning from December 1, 2026, through November 30, 2031. Türkiye Base Operations Support Acquisition (T-BOS)
Solicitation # FA564126R0005
The Türkiye Base Operating Support (T-BOS) acquisition, managed by the 764th Enterprise Sourcing Squadron, is a consolidated requirement to provide comprehensive installation management and core support services for the United States Air Forces in Europe and United States Air Forces Africa. The scope of work covers multiple locations, including Incirlik Air Base, Ankara Support Facility, Cigli Air Base, Istanbul, and HQ NATO LANDCOM. Key service areas include civil engineering, communications, force support, logistics readiness, housing management, and emergency services. The government intends to award a single Cost-Plus-Fixed-Fee Indefinite Delivery Indefinite Quantity (IDIQ) contract based on a best-value tradeoff process, where technical factors are considered significantly more important than cost. The procurement is currently undergoing a strategic pause of approximately 90 to 120 days following a scope revision on August 19, 2026. This decision follows the conclusion of mediation with the Türk Harb-İş labor union regarding a new Collective Labor Agreement (CLA), leading the government to cancel previous plans to descope 175 full-time equivalent positions and restore them to the consolidated requirement. Consequently, the final Request for Proposal (RFP) is delayed to allow for revisions to the Performance Work Statement, cost baseline estimates, and evaluation criteria. Prospective offerors must navigate specific requirements, including U.S. Secret security clearances for certain personnel, FedRAMP Moderate cloud hosting for dashboard systems, and strict adherence to the newly signed CLA wage rates and benefits.
