AE Building Renovation

Randolph Community College in North Carolina is soliciting proposals to renovate approximately 4,500 square feet of space in the AE Building to support its Interior and Graphic Design programs, with integration for the Photography program. The work includes demolition of interior partitions, relocation of doors, installation of new lighting, gypsum wall finishing, painting, acoustic ceilings, carpeting, and upgrades to electrical and data infrastructure, all in accordance with referenced construction documents. The project must be completed and ready for occupancy by Spring 2027, with final acceptance contingent upon successful inspections, compliance with building codes, and fulfillment of warranty requirements. All deliverables, including intellectual property and work products, become the exclusive property of the State of North Carolina upon completion. Proposals must be submitted in three sealed, hard-copy formats by August 13, 2026, at 10:00 AM Eastern Time to a physical address in Asheboro; electronic submissions are not accepted. Offerors must comply with sustainability guidelines, using recycled paper and avoiding plastic covers or binders. The contract has an initial one-year term, with the vendor required to begin work within 30 business days of award, and includes the potential for two one-year renewals and a 180-day extension in 90-day increments. Subcontracting requires prior written approval, and key personnel substitutions must be approved by the State. Vendors must certify their financial condition, disclose any criminal history or regulatory actions involving the company or its personnel within the past three years, and maintain insurance that complies with North Carolina law without limiting liability. HUB minority business participation is encouraged, with mandatory reporting if claimed, and vendors must complete affidavits demonstrating good faith efforts to engage HUB-certified firms. The State retains full authority for inspection and acceptance at the project site, requiring all equipment and materials to bear approved safety certifications such as UL, ASME, NEMA, or AGA—CE markings are prohibited. Payment is due within 30 days of invoice approval, contingent on appropriated funds, and invoices must include the project number, contract reference, work description, and the Project Manager’s signature. The vendor is responsible for all costs during transport under FOB destination terms and must reimburse the State for loss or damage to State-furnished property. The award decision will consider completeness, experience, technical capability, and cost in a best value, trade-off evaluation process, despite references to low bidder language.
