Subject: Notice of Intent to Award a Sole-Source Contract for Post Construction Award Services (PCAS) for the Caserma Miotto Storm and Sanitary Project.

Description:
The 414th CSB intends to negotiate and award a sole-source contract to A.I.C.E. Consulting Srl for the provision of Title II / Post Construction Award Services (PCAS) for the Caserma Miotto Storm and Sanitary Project in Longare, Italy.


Description of Services:
The required services include comprehensive construction oversight to ensure the project is executed in strict accordance with the original design specifications. Therefore, the Government has determined that A.I.C.E. Consulting Srl is the only responsible source capable of performing these highly specialized services without causing unacceptable delays and a substantial duplication of costs.


Instructions to Interested Parties:
This Notice of Intent is not a request for competitive proposals. However, all responsible sources who believe they can meet the Government's requirements as the Designer of Record may submit a capability statement. A determination by the Government not to compete this proposed action is solely within the discretion of the Government.


Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
