Solicitation # W912WJ27X1CUP
The U.S. Army Corps of Engineers, New England District, is seeking information from small and large businesses for a dredging project in Providence, Rhode Island, under NAICS code 237990. The project is estimated to cost between 80 million and 100 million dollars, with a solicitation expected around March 15, 2027. Construction is slated to begin in September 2027 and span approximately two years, divided into two dredging seasons ending August 31, 2029. The scope involves the mechanical dredging of approximately 5.5 million cubic yards of material using closed clamshell buckets. The work is divided into two primary sequences. First, the contractor must construct a new Confined Aquatic Disposal (CAD) cell at Edgewood Shoals North, which includes digging an access channel and excavating 3.2 million cubic yards of material for disposal at four designated sites. Second, the contractor will perform maintenance dredging of the Providence River and Harbor Federal Navigation Project to a depth of -40 feet MLLW plus two feet of allowable overdepth, removing approximately 2.3 million cubic yards of material to be placed in the newly constructed CAD cell. Strict operational requirements include maintaining a production rate of 300,000 cubic yards every 30 calendar days, working 24 hours a day, 7 days a week. All activities must adhere to prescribed environmental windows to protect aquatic wildlife, and extensions to these windows are not permitted. Interested firms must demonstrate experience with mechanical dredging at the required production rate and open water placement in New England during winter months. Capabilities packages are due by December 3, 2026.

The existing aeration blower No. 1 is to be removed and provided to the OWNER for their storage/use as they select/determine.  This includes the control panel and related electrical connections.  All control and electrical connections are to be terminated to allow future new connections to the new Aerzen aeration blower equipment. Installation of one new Aerzen hybrid blower and associated equipment is to follow the removal of the existing equipment.  Approved shop drawings for the new equipment are available upon request for determining the required work scope.  The concrete pad for the blower also needs to be widened. Following the installation of the new Aerzen aeration blower and associated equipment, the City/Other Contractors will complete the electrical/instrumentation/control upgrades for the project to attain operational level for the new equipment.  Start-up operation of the new equipment is to be completed onsite with Aerzen representatives, electrical/control representatives and the CONTRACTOR representatives.  Any adjustments/corrections/modifications are to be completed by the CONTRACTOR at this time.  It is expected that this work is to be completed no later than December 19, 2025. Additional work scope with this blower replacement is the installation of approximately 120 LF of 10” 304 SS Schedule 10 above grade air piping from the new Aerzen blower to the existing aeration basins.
The city has purchased new Aerzen blower equipment and is expecting delivery to the WWTF by   October 31, 2025. The sealed bid proposals are to be sent to Cedar Corporation, Attention Dave Sauer, P.E., 2820 Walton Commons West, Suite 142, Madison, WI 53718.  Email: contact@example.gov. Additional detailed information for this project is available and can be requested by contacting Cedar Corporation at the above address.    The bid proposals shall be accompanied by a certified check payable to the City of Edgerton equal to 5% of the proposal or a bid bond of a bonding company authorized to do business in the State of Wisconsin in an amount equal to 5% of the proposal. Proposals shall not be withdrawn for a period of 30 days after the date of opening. The City of Edgerton reserves the right to reject any or all of the proposals and to waive any information therein.
