Solicitation 140FS326Q0020 is a firm fixed price request for quote issued by the Department of the Interior's FWS SAT Team 3 for aerial spraying services at the Wheeler National Wildlife Refuge in Decatur, Alabama. Set aside for Women-Owned Small Businesses, the contract requires the contractor to provide all personnel, helicopters, and equipment necessary to apply herbicides to approximately 350 acres of invasive wetland plants. The period of performance is scheduled from June 1, 2026, to October 15, 2026. While the government provides the aquatic labeled chemicals and surfactants for the initial application, the contractor is responsible for all other materials and any costs associated with repeat applications. Award decisions will be based on a trade-off process where technical approach and past performance are collectively considered more important than price. Contractors must demonstrate capability through a past experience questionnaire and ensure all pilots hold valid certifications. Performance is measured by a requirement to achieve at least 95 percent spray coverage of designated areas, with 100 percent inspection conducted by the government. Administrative requirements include electronic invoicing via the Invoice Processing Platform and adherence to Service Contract Act wage determinations for the state of Alabama.
