The project focuses on hazardous fuels reduction to protect critical infrastructure and residential areas from high wildfire risks. The scope of work requires the provision of two five-person burn modules and one Type 2 Dozer to perform handline construction, thinning, ignition, monitoring, and mop-up operations. All work must be conducted under government supervision and adhere to National Wildland Fire Coordinating Group standards. The period of performance is established from March 1, 2026, through May 31, 2027, with a base requirement of 10 days per resource and options for two additional units of each resource. This opportunity is set aside 100 percent for HUBZone Small Businesses, though some documentation also references Women-Owned Small Business status. Award selection is based on a best value trade-off process where combined technical capability and past performance are weighted more heavily than price. Contractors must comply with Service Contract Act wage determinations for forestry occupations in California and submit all invoices electronically via the Invoice Processing Platform. Evaluation and final acceptance of work will be conducted on-site at the refuge by a government Fuels Specialist. Proposals were due by January 28, 2026, and must include detailed past performance data and certifications via SAM.gov.
