GENERAL
This is a combined synopsis/solicitation for commercial products or commercial services
prepared in accordance with the Revolutionary Federal Acquisition Regulation Overhaul (RFO)
part 12. This announcement constitutes the only solicitation. Offers are being requested and a
separate written solicitation will not be issued.


Solicitation number FA664326Q0004 is issued as a Request for Quote (RFQ) for non-personal
Aeromedical Case Management support services in accordance with the attached Performance
Work Statement (PWS).


This acquisition is set-aside for Small Business concerns (Total 100%). This solicitation
incorporates provisions and clauses by reference. The full text of provisions and clauses may be
accessed electronically at www.acquisition.gov.



RESPONSE TIMES
Quotations must be submitted electronically via email to the Contracting Officer at
bianncia.glay@us.af.mil no later than the date and time specified in this solicitation (07 August
2026, 4:00 PM EST).
The email subject line shall read: “Quote Submission: Aeromedical Case
Management Support – [Insert Offeror Name]”.


Questions must be submitted electronically via email to the aforementioned Contracting Officer.
Note, questions must be submitted no later than Friday, 31 July 2026 by close of business.


PERIOD OF PERFORMANCE
The anticipated Period of Performance consists of a 12-month Base Period and four (4)
subsequent Option Periods.


QUOTATION SUBMISSION: Interested Offerors shall submit quotations in accordance with
the attached SF1449. Detailed quotation preparation instructions, submission requirements, and
evaluation procedures are contained in the Addendum to RFO 52.212-1, Instructions to
Offerors—Commercial Products and Commercial Services, and the Addendum to RFO 52.212-
2, Evaluation Factors for Award. Offerors are responsible for reviewing the complete solicitation
package and complying with all instructions and requirements contained therein.


BEST AND FINAL SUBMISSION: Offerors must submit their best and final quotation. The
Government intends to evaluate quotations and make award without negotiations. Accordingly,
offerors are encouraged to submit their most favorable technical and pricing terms in their initial
quotation.



DESCRIPTION
The Department of the Air Force, Air Force Reserve Command (AFRC), intends to award a
competitive commercial services contract for non-personal, administrative, and aeromedical case
management support for the Headquarters Air Force Reserve Command (HQ AFRC) Office of
the Command Surgeon. This acquisition is being conducted as a commercial services acquisition
using the policies and procedures of RFO Part 12.


The Contractor must provide a comprehensive, turnkey, non-personal services solution,
including all management, personnel, operational oversight, and other resources necessary to
execute high-volume medical case processing, accurate data entry into DoD/Air Force medical
systems of record (e.g., AIMWTS, ECT, PEPP), program administration, and unit-level customer
support for approximately 70,000 Air Force Reserve personnel. The contractor must manage all
workflows to consistently meet the performance thresholds established in the Services Summary
of the attached PWS, including all workload fluctuations up to the 15% surge threshold.
