NOTICE OF INTENT TO SOLE SOURCE
Aerotech Motorized Stages for Development of
Spectral Response Detector Calibration System

Announcement Type: Special Notice
Announcement Number: NIST-NOI-26-6801020
Subject: Aerotech, Inc. Motorized Stages for Development of Spectral Response Detector Calibration System
NAICS: 335312 - Motor and Generator Manufacturing
PSC: 5999 - Miscellaneous Electrical and Electronic Components

Introduction
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested.

Purpose
The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with Aerotech, Inc, (UEI: HLW7BPRWMK16) located at 101 Zeta Drive, Pittsburgh, PA 15238. The purchase order will be for motorized stages for development of a spectral response detector calibration system. These products have a USA place of origin in accordance with FAR RFO Part 25. Delivery will be required seven months after contractor receipt of order.

Authority
This acquisition is being conducted under the authority of FAR RFO Part 12.102(a) and 41 USC 1901, allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 335312 - Motor and Generator Manufacturing with a small business size standard of 1,250 Employees.

Description
The Contractor shall provide NIST with one Aerotech, Inc. X-axis motorized stage, one Y-axis motorized stage, one rotary stage, and one rotary motor as described below. Delivery is required within seven months after contractor receipt of order.

  1. Stages, brackets, and X- and Y-stage motors must have a payload up to 7 kg.
  2. X-axis motor must travel 400 mm with ±1.5 μm accuracy.
  3. Y-axis motor must travel 150 mm with ±1.5 μm accuracy.
  4. Rotary stage must rotate 360° with ≤ 0.05° accuracy and ≤ 0.001° resolution.
  5. Rotary stage must have a payload up to 1 kg.
  6. Rotary motor must have a velocity of 90 deg/s.
  7. All necessary software, support hardware, and cables for the use of the X- and Y-stage motors, the rotary stage, and the rotary motor must be included.

All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered.

Sole Source Determination
The sole source determination is based on the following:

The National Institute of Standards and Technology (NIST) Physical Measurement Laboratory (PML) Sensor Science Division (SSD) is collaborating with the U.S. Air Force to develop a spectral response detector calibration system. The applicable research project title is CCG Project 797. The Air Force System that the NIST SSD is improving upon uses Aerotech, Inc. equipment and instruments which are proprietary to this company. Only further Aerotech, Inc. equipment is acceptable to ensure accuracy, precision, and repeatability in ongoing research efforts associated with developing the improved calibration system. Use of any other manufacturer's products would jeopardize scientific continuity and integrity of Project 797 which already has significant effort and funding associated with it.  Aerotech, Inc. does not authorize any resellers of its products. Accordingly, Aerotech, Inc. is the only capable contractor for this requirement.

Information for Interested Parties
Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice. This notice of intent is not a solicitation.

Any questions regarding this notice must be submitted in writing via email to Ms. Lauren Roller, Contract Specialist, at Lauren.Roller@nist.gov. All responses to this notice of intent must be submitted via email to Lauren.Roller@nist.gov so that they are received no later than April 28, 2026 at 10:00 AM Eastern Time.

Solicitation for Gas Abatement System
Solicitation # 1333ND26QNB030563
The National Institute of Standards and Technology (NIST) is soliciting firm-fixed-price quotations for a gas abatement system to be installed at its Gaithersburg, Maryland campus. The system will support the Materials Measurement Laboratory by safely abating hazardous exhaust from plasma etch processes used in semiconductor device fabrication. The required equipment must feature a dry bed absorber/scrubber in an enclosed cabinet with control readouts and an endpoint detector. Technical specifications require the system to abate a specific gas matrix, including various fluorinated gases and noble gases, while ensuring hazardous gas concentrations at the outlet remain within threshold limit values and flammable gases stay below the lower explosive limit. The absorber canister must have a minimum lifetime of one year based on specified flow rates and process hours. This acquisition is a 100 percent small business set-aside under NAICS code 333242. Award will be made to the lowest priced, technically acceptable quoter, with technical capability rated as either acceptable or unacceptable based on whether the proposed equipment meets or exceeds all minimum requirements. The contractor is responsible for delivery F.O.B. Destination to the Gaithersburg site, providing a one-year warranty, and conducting on-site training. Quotations must be submitted in three distinct volumes, including a detailed technical approach with citations to the statement of work. Following two amendments, the final response deadline is September 15, 2026, at 10:00 am EST. Payment will be processed electronically through the Invoice Processing Platform System.
