The Department of the Navy, through the Naval Sea Systems Command at the Naval Surface Warfare Center Crane Division, issued a Request for Solutions (RFS) to develop an affordable Multi-Service Advanced Capabilities Hypersonics Test Bed (MACH-TB). This prototype aims to advance hypersonic glide body technologies by creating a modular and flexible test approach that can extend beyond current sounding rocket campaigns. The project intends to rapidly increase the Technology Readiness Level of hypersonic glide vehicles through an accelerated testing cadence that includes both ground and flight tests. Industry participants are expected to prototype an Experimental Glide Body (EGB), develop a modular Test Bed architecture, and utilize existing boosters to replicate operational hypersonic trajectories. The Government plans to award an Other Transaction Agreement (OTA) to selected vendors, with the potential for follow-on production contracts if prototype goals are met, bypassing traditional competitive procedures. Participation is limited to members of the Strategic & Spectrum Missions Advanced Resilient Trusted Systems (S2MARTS) consortium, and the project will be managed by a Naval Surface Warfare Center, Crane Division Project Manager. The overall objective of the MACH-TB project is to demonstrate proof of concept through testing of hypersonic technologies and experimental payloads in realistic operational trajectories using existing launch assets. This initiative supports Department of Defense efforts to enhance warfighter capabilities by accelerating development and deployment of hypersonic weapon systems. The solicitation was issued in June 2022, with questions directed to Navy contacts Elizabeth Gillenwater and Matthew Summers.

The primary objective of the MACH-TB prototype project is to develop a more robust, agile, and modular test approach that can be applied to tests beyond sounding rocket campaigns. DoD stakeholder demand signals indicate a need to move toward a more rapid test cadence, including ground and flight testing, to rapidly increase hypersonic glide vehicle Technology Readiness Level (TRL) and demonstrate transition readiness of advanced capabilities to support the Warfighter. Achieving the objective will require industry to affordably prototype an Experimental Glide Body (EGB), design a modular Test Bed architecture, and leverage existing boosters and a Test Bed to replicate operational hypersonic trajectories. The Government will evaluate the solutions with the intent of awarding an Other Transaction Agreement (OTA) in accordance with 10 U.S. Code - 4022. In accordance with 10 U.S.C. 4022(f), and upon a determination that the prototype project (or any subsequent iterative prototyping efforts) was successfully completed under the competitively awarded OTA(s), a follow-on production contract(s) or OTA(s) may be awarded without the use of competitive procedures. BACKGROUND AND SUMMARY S2MARTS Vendors interested in responding to this RFS must be members of the Strategic & Spectrum Missions Advanced Resilient Trusted Systems (S2MARTS) consortium. Interested parties may visit S2MARTS.org for membership information. This project will be managed by a Naval Surface Warfare Center, Crane Division Project Manager. PROJECT OVERVIEW The Navy's goal for the MACH-TB Project is a proof of concept and prototype demonstration of modular Experimental Glide Body (EGB) testing hypersonic technologies/experimental payloads in operational trajectories using already available boosters. Please visit the S2MARTS website at https://s2marts.org/ to review the full RFS.
