Affordable Student Housing Policy Analysis

Portland State University (PSU) is seeking a qualified consultant to conduct an Affordable Student Housing Policy Analysis under solicitation number 1378924, with proposals due by July 8, 2026, at 3:00 PM PDT via the PSU Bonfire Portal. The project, funded through a HUD initiative and classified under NAICS code 541618, aims to analyze regulatory, legislative, and policy barriers to affordable student housing in Oregon, particularly in the Portland region, building on prior Phase 1 and Phase 2 findings. The scope includes conducting an in-person workshop, performing comprehensive desk research on state and local housing policies including OHCS finance, SNAP eligibility, landlord-tenant laws, and land use regulations, and carrying out up to eight interviews with stakeholders from institutions such as PCC, OHSU, the University of Oregon, and housing agencies. Deliverables consist of a final report, an executive summary, and a presentation to PSU leadership. The contract has a maximum value of $45,000 and is anticipated to be awarded below that cap. Evaluation of responses will be based on a 100-point weighted system focused on the firm’s experience, project team qualifications, work plan approach, diversity matrix compliance, references, and price, with price awarded on an inverse proportionality basis to the lowest responsive quote. An optional oral presentation worth up to 25 additional points may be conducted at PSU’s discretion. All submissions must be in PDF format and include Exhibit A (Diversity Matrix) and Exhibit B (Respondent Certification), the latter requiring certification of compliance with RFQ terms, accuracy of information, tax identification disclosure, and affirmation that neither the respondent nor its principals are debarred or suspended from federal programs. Diversity certifications from recognized programs such as DBE, MWBE, ESB, and SDV are required to qualify for points under the diversity factor. The contractor must maintain comprehensive general liability and auto liability insurance, adhere to non-discrimination statutes including ADA, Title VI, and OSHA regulations, comply with confidentiality obligations for all PSU and state information, and avoid conflicts of interest throughout performance. Payment terms stipulate payment within 30 days of delivery or invoice receipt, with overdue charges capped at 8% per annum after 45 days.
