This is not a request for proposal. This is a Sources Sought Announcement (hereinafter "Announcement"). This Announcement is an essential step in determining market interest and feasibility in accordance with FAR Part 10 - Market Research, and is for informational and planning purposes only. This Announcement should not be construed as a commitment by the government to issue a solicitation or ultimately award a contract. The intent is to seek meaning full industry perspective from commercial concerns/interested parties regarding the feasibility of out-sourcing Sewage Utilities Services located at Luke Air Force Base, Arizona. All interested parties are encouraged to provide a statement of interest on company letterhead no later than the closing date stated in this Announcement. At a minimum, the statement of interest shall address the following criteria: (1) capability and experience in providing sewer utilities services, and/or sewer systems; (2) financial capacity with regard to leasing or ownership interest, expansion, and operation of a sewer utilities conveyance system; (3) understanding of any/all applicable federal, state, and local laws governing such conveyance systems; (4) understanding of federal, state, and local environmental laws and regulations governing said utilities, and the firms experience with environmental compliance procedures and regulations for the State of Arizona; (5) a primary point of contact, including phone number and email address; (6) business size statues (i.e. other than small business, small, or any subcategory of small business) relative to NAICS Codes 22130, Size Standard: $20.5M; and status as a regulated or non-regulated utility supplier. Statement of Need: Luke AFB (LAFB) currently treats all domestic waste water generated on the installation at its Waste Water Treatment Plant (WWTP) located adjacent to Glendale Avenue and El Mirage Road. The facility has been in operation since 1954. The plant has the capacity to treat 1.0 million gallons per day (MGD), but typically treats between 0.4 to 0.5 MGD. Due to the significant deterioration of the plant and absence of financial resources to upgrade the facilities and infrastructure, Luke AFB desires to have its waste water treated by a local utility provider. Luke AFB no longer requires the reuse of water (effluent) for irrigation purposes. In addition to installation's domestic waste water, several other commercial entities currently utilize the 2.5 mile sewage main which runs along the north side of Glendale Avenue from the base to the LAFB WWTP. The desire would be to lease the use of this main to the utility provider and offset expense of any potential connection fees. Luke AFB, while within the Glendale city limits, fall outside of Glendale's service area for waste water treatment. City officials have acknowledged and would support an effort to amend the current Maricopa Associate of Governments (MAG) 208 Water Quality Management Plans for a utlity provider to receive and treat Luke's waste water.
