AFNORTH Interior & Exterior Cleaning

The contract is a Firm-Fixed Price solicitation for one-time interior and exterior cleaning services at Buildings 1210, 1212, and 1214 within the CONR-AFNORTH Complex at Tyndall Air Force Base, Florida, with a performance period from June 1, 2026, to July 31, 2026. The scope includes cleaning interior and exterior windows, walls, baseboards, light fixtures, stairwells, gutters, downspouts, and pressure washing of exterior walls and sidewalks, excluding designated areas such as the flag area and static jet display pads. All work must comply with specified cleanliness thresholds, including 95% clean exterior windows and 98% clean interior windows and light fixtures, with non-compliance triggering a Corrective Action Report requiring resolution within ten calendar days. The acquisition is a Total Small Business Set-Aside under NAICS code 561720, and proposals must be submitted via WAWF as two separate volumes—Price and Technical Approach—with the Technical Volume capped at seven pages, formatted in 12-point Times New Roman with one-inch margins. Offerors must demonstrate an acceptable Technical Approach covering high-reach exterior capabilities, safety and HAZMAT plans, and adherence to the schedule, with award based on best value, not lowest price technically acceptable, allowing trade-offs between technical merit and price. All personnel must undergo a Local Files Check and submit DD Form 1172 and Background Affidavits at least 14 days prior to work commencement. Unescorted base access requires DBIDS credentials, unless the contract duration is under six months, in which case a Commander’s Letter is sufficient.
