The Government is seeking a vendor to install a Hirsch Access Control System in Building 66048 at Kirtland AFB, New Mexico, as part of a renovation effort to enhance physical security. The scope requires the supply and installation of 25 new keypad readers equipped with motion sensors—14 on the first floor and 11 on the second floor—along with two scramble pad readers for read-in access, also with motion sensors, on the first floor. Additionally, the vendor must provide access control panels and power supplies for the access control system on both floors and install an electronic locking mechanism for the double doors of a newly constructed mechanical room. The system must integrate seamlessly with the existing badge-based access control infrastructure, and all equipment must comply with Unique Item Identification (UUI) standards as defined by MIL-STD-130, including Data Matrix barcode labeling with specified data elements encoded per ISO/IEC 15434 and ISO/IEC 16022 standards. Items must be delivered F.O.B. Destination to Kirtland AFB, with inspection and acceptance occurring on-site after delivery, and all packaging and shipping must conform to MIL-STD-129 requirements.
