This notice is being posted to satisfy the requirement of FAR 5.2, Synopses of Proposed Contract Actions. This presolicitation notice is to announce the forthcoming procurement of technical services to assist in coordination, integration, and synchronization of geospatial information requirements across the Army to directly support geospatial efforts to the Warfighter. THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BIDS. NO SOLICITATION OR SPECIFICATIONS ARE AVAILABLE AT THIS TIME. 2. CONTRACT TYPE: The contract type is anticipated to be an Indefinite Delivery / Indefinite Quantity (IDIQ) Contract with multiple awardees. Firm Fixed Price (FFP) and Cost-Plus Fixed Fee (CPFF) task orders are anticipated to be issued. 3. LEVEL OF COMPETITION: It is the Government's intent to solicit on the basis of full and open competition under North American Industrial Classification System (NAICS) Code 541715 � R&D in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). The Government plans to utilize reserves for small businesses at the task order level in accordance with FAR 19.504(c) based upon a small business reserve at the IDIQ level in accordance with FAR 19.501(a)(2). The forthcoming MATOC solicitation will be solicited as Full and Open Competition, utilizing Small Business reserves. It is estimated that no more than two contracts will be awarded to Large Businesses and an estimated five contracts will be awarded to Small Businesses. The Government reserve its right to award more contracts based on the results of the best value tradeoff evaluation. 4. CONTRACT PERIOD: The anticipated contract Period of Performance will be a five-year ordering period. Each one-year time period within the five-year ordering period will allow for individual pricing, i.e there will be at least five different priced periods. 5. PROJECT REQUIREMENTS: The U.S. Army Geospatial Center (AGC) has a non-commercial requirement to procure technical services to assist in coordination, integration and synchronization of geospatial information requirements and standards across the Army; develop geospatial enterprise enabled systems to the Army and the Department of Defense (DoD); and provide direct geospatial support to the Warfighter. The Contractor shall furnish the required labor, general management, quality management, administration, travel, supervision, quality control, supplies, materials, equipment (not otherwise furnished as Government Furnished Property), and transportation to deliver services and any associated deliverables within schedule and in accordance with contract terms and conditions, reference documents, specific contract and task order requirements, and contract clauses. 6. PROPSED CONTRACT CEILING: $400,000,000.00 across all awardees over a five-year ordering period. 7. SYSTEM FOR AWARD MANAGEMENT REGISTRATION. In accordance with FAR 4.1102(a), offerors must be ACTIVELY registered in the System for Award Management (SAM) database to be eligible for award.
