Agenda for Change Job Evaluation Digital System

NHS England is seeking a supplier to provide an existing, configurable, and externally hosted Job Evaluation Digital System (JE DS) to support the governance, assurance, and oversight of the NHS job evaluation scheme processes for organisations in England. The required solution must be an off-the-shelf system and includes the delivery of a national implementation plan featuring a pilot, phased rollout, and training for NHS staff. Additionally, the supplier will be responsible for ongoing maintenance, system updates, user support, and training updates throughout the contract term. The estimated total value of the contract is 2,600,000 GBP excluding VAT. The contract is expected to begin on 4 January 2027 and run for an initial term of three years, ending 3 January 2030, with options to extend for two separate 12-month terms through 3 January 2032. Procurement will follow a competitive flexible two-stage process consisting of shortlisting based on tender submissions followed by presentations. Award criteria are weighted toward technical quality at 40 percent, price at 35 percent, presentations at 15 percent, and social value at 10 percent. All communications and submissions must be managed through the Atamis e-portal, with a final submission deadline of 12 October 2026. The supplier must ensure compliance with data protection laws and address potential risks related to cybersecurity and intellectual property rights.
