Planned Giving & Non-Cash Gift Platform Services

The State of Idaho, on behalf of Idaho Public Television, is soliciting proposals for a comprehensive charitable giving platform. The selected contractor will provide a single, donor-friendly system that integrates planned giving, estate planning, and non-cash gift solutions. A critical requirement is that any estate planning documents generated by the platform must be legally valid within the state of Idaho. The contract is anticipated to have a total term of five years, including renewals, and is governed by the laws of the state of Idaho with venue in Ada County. Proposals will be evaluated based on a pass/fail screening of background certifications, followed by a scored assessment of qualifications, approach, risk management, and pricing. The contractor must ensure all digital products comply with ADA, Section 508, and WCAG 2.1 Level AA standards. Strict data security protocols are required, including compliance with federal and state privacy laws and a prohibition on providing outside access to donor mailing lists. Awardees must provide insurance certificates within five business days of the award and certify they are not owned or operated by China. Performance deliverables include monthly reporting, with invoices submitted within thirty calendar days after acceptance. Technology acceptance is generally determined ninety days after delivery or installation, provided the state does not issue a written notice of failure to meet contract terms. All official correspondence, invoices, and shipping labels must clearly display the state contract or purchase order number.
