This sources sought notice is not a solicitation and no contract will be awarded based on responses; it is purely for market research purposes to inform future procurement decisions. Respondents must provide detailed technical information demonstrating their ability to deliver a turn-key solution consisting of a newly manufactured instrument with configurable upright and inverted microscopy and filter- and monochromator-based multimode microplate reading, along with automated high-throughput image acquisition and analysis capabilities for multi-well plate formats. The system must include comprehensive data analysis software for quantitative and qualitative analysis, as well as add-on modules for application-specific imaging tasks. All hardware, software, computers, and components must be newly manufactured with no used, refurbished, or demonstration equipment permitted. The contractor must provide a complete installation by factory-certified service personnel, ensuring all system modules start up properly and are correctly connected. Delivery, installation, and on-site operator training for three to five users must be completed within 60 days of contract award, and the solution must include a minimum one-year warranty from the date of government acceptance, covering troubleshooting, replacement parts, system updates, labor, travel, and on-site training—none of which may be separately priced. A trade-in requirement exists for an existing Agilent BioTek Cytation 3 System with serial number 160920B located in Building 14-1027, and the contractor must assume full costs for its packaging and shipping while also possessing an active, verified trade-in program agreement with Agilent Technologies capable of providing a manufacturer-backed credit of at least 43.1% as a pricing concession.
