AI Contract Overview
The United States Department of the Naval Medical Research Command intends to award a sole source firm fixed price contract to Agilent Technologies in Wilmington, DE, for comprehensive service support of a proprietary Agilent ICP-MS instrument system located at Wright Patterson AFB, Ohio. The system includes the Agilent 7900 ICP-MS, SPS 4 Autosampler, MS40 with AV Platinum and new oil-drain, and PSC 6106T Chiller, each with specific serial numbers, and requires an OEM service plan that includes parts, labor, overtime, and travel. Only Agilent, as the original equipment manufacturer, is authorized to perform maintenance due to the proprietary nature of the system; third-party service would void all express or implied warranties and prevent critical software updates. The contract spans a 12-month base period with four one-year option periods, and annual preventative maintenance is mandatory. The procurement is being conducted under FAR Part 12 as a commercial item acquisition, using the statutory exception at 10 U.S.C. 2304(c)(1) to justify other than full and open competition. All potential vendors must be registered in the System for Award Management (SAM) and possess a Unique Entity Identification Number to be eligible for award, and no set-aside provisions apply. The contracting office is located in Silver Spring, Maryland, with technical oversight provided by NAMRU-D personnel, and responses must be submitted by June 11, 2026.
