The FBI plans to award a firm-fixed-price contract to Agilent Technologies for a twelve-month period to provide OEM preventative maintenance and software updates for specific laboratory equipment, including the Agilent Bravo liquid handling robot and Agilent PlateLoc instruments. The contract is essential to maintain warranty coverage, and only Agilent-certified engineers are authorized to perform the maintenance and supply parts, as third-party servicing would void the warranty. Market research indicates that Agilent Technologies is the sole capable source meeting these specific requirements, leading the agency to intend to negotiate exclusively with this vendor under the justification of only one responsible source. This notice, posted only on SAM.gov, invites responsible sources to submit evidence supporting the benefit of competition by the deadline of June 10, 2026, but it is not a solicitation for quotations. Submissions must include the company’s Unique Entity ID, business size designation, and a convincing case for competitive procurement. Vendors must be registered in SAM.gov with accurate information, as payments will be processed through systems linked to this registration. The contract will be performed in Quantico, Virginia, with contracting questions directed to Adelle Bolton, the contracting officer. The relevant NAICS code is 334516, covering analytical laboratory instrument manufacturing.

The Federal Bureau of Investigation (FBI) intends to award a firm‑fixed‑price preventative maintenance contract to Agilent Technologies, 2850 Centerville Rd, Wilmington, DE 19808‑1610. The contract will provide OEM maintenance services and software updates for a twelve (12) month period.

The FBI Laboratory Division (LD) requires OEM maintenance to preserve warranty coverage for the Agilent Bravo liquid handling robot and Agilent PlateLoc instruments. Only Agilent‑certified engineers are authorized to service these systems, access proprietary software, and supply OEM parts. Third‑party service is not permitted and would void the manufacturer’s warranty. Market research confirms that Agilent Technologies is the sole source capable of meeting these requirements. A Justification for Other Than Full and Open Competition is available upon request.

This notice is posted exclusively on SAM.gov. The applicable NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing), and the PSC is J066 (Maintenance/Repair/Rebuild of Instruments and Laboratory Equipment).

  • Clear and convincing evidence that competition would benefit the Government

  • The company’s Unique Entity ID (UEI)

  • Business size designation

Information received will be used solely to determine whether a competitive procurement is appropriate. No reimbursement will be provided for any costs associated with responding to this notice. This notice does not obligate the Government to issue a solicitation or award a contract.

Vendors must be registered in SAM.gov. The FBI’s financial system interfaces directly with SAM; therefore, vendors must ensure that all SAM registration information—including TIN, EFT, UEI, addresses, and points of contact—is accurate. EFT information in SAM will be used for payment processing.
