This contract involves a sole source Bridge-Action effort extending support for the Aging and Surveillance (A&S) Program related to the AGM-86B Air Launched Cruise Missile (ALCM) at Tinker AFB, Oklahoma. The performance period is set from January 1, 2019, through June 30, 2019, with a possible six-month extension. The A&S program provides essential engineering, technical, and sustainment services focused on four critical subsystems: the Warhead Arming Device, Rotary Switch, Impact Sensor, and Guided Missile Flight Controller, which are vital to the missile’s arming, fuzing, and navigation functions. The contract covers operations, maintenance, delivery of test tasks, development of test products, and enhancement of test capabilities including equipment development. This action is being awarded as a sole source due to the highly specialized nature and criticality of the services, limiting qualified sources to the original manufacturer or those with similar proven experience, currently represented by E-Spectrum. This announcement does not constitute a solicitation but informs interested U.S.-based small businesses—including specific categories such as 8(a), service-disabled veteran-owned, HUBZone, and women-owned small businesses—of a forthcoming full and open competition expected to begin July 2019. Interested parties are encouraged to express their interest and capability within 15 days of the announcement to the designated contract specialist and negotiator. The contract falls under NAICS code 541330, with a size standard of $38.5 million, and all correspondence must be submitted by the August 8, 2019 deadline.
