The Springbank Off-Stream Reservoir (SR1) Project Annual Performance Review (APR) is mandated to evaluate the structural integrity and operational performance of the reservoir and its associated components against established dam safety standards, including the Water Act, Water (Ministerial) Regulation – Part 6, Canadian Dam Association guidelines from 2007 and 2013, the 2011 Public Safety around Dams guidelines, and the 2018 Alberta Dam and Canal Safety Directive. The review must be proportional to the risk posed by the dam and the complexity of its structures, utilizing current industry best practices. A comprehensive engineering inspection is required to thoroughly document the physical condition of all structures, alongside a detailed analysis of instrumentation and monitoring data to assess performance trends and detect anomalies. Any deviations from established quantifiable performance objectives must be critically compared against historical data and documented inspections to determine if safety thresholds are being met. Recommendations must be provided for monitoring, mitigating, and managing identified safety deficiencies and critical safety issues, including a full reassessment and potential revision of performance objectives and structural design elements where necessary. The review must ensure ongoing compliance with regulatory and technical standards intended to protect public safety and infrastructure reliability. Proposals for this work are solicited under reference AB-2026-03554, with responses due by June 1, 2026, and the contract is managed by the Government of Canada’s Agriculture and Irrigation division, with point of contact Lewis Cheung available for inquiries via dam.safety@gov.ab.ca. The work will be carried out in Alberta and requires expertise aligned with NAICS code 541350 for engineering services.

The objective of this Annual Performance Review (APR) is to review the performance of the Springbank Off-Stream Reservoir (SR1) Project and associated structures to ensure safety, identify deficiencies, make recommendations to address the deficiencies, and propose corrective measures, where necessary. The APR should evaluate if the performance of all the project component structures is adequate to meet dam safety requirements under the Water Act and the Water (Ministerial) Regulation – Part 6 (Dam and Canal Safety), as well as the Canadian Dam Association (CDA) Dam Safety Guidelines 2007 and its 2013 revision, CDA Guidelines for Public Safety around Dams (2011) and Technical Bulletins (2007) and the Alberta Dam and Canal Safety Directive (ADCSD) 2018, which are used as best practices for the dam safety reviews of all AGI dams. Under the ADCSD the APR must: a. Include a level of detail that is commensurate with i. The risk to factors at risk posed by the dam or canal. ii. The complexity of the structures of the dam or canal. b. Be performed based on current industry standards and best practices. c. Include a detailed engineering inspection to examine and document the condition of the structures. d. Include a detailed review, analysis and assessment of instrumentation monitoring data used to monitor performance of the structures. e. Assess performance of the structures by reviewing and comparing any observed anomalies with established quantifiable performance objectives and previously documented performance and inspections of the structures. f. Make recommendation for appropriate measures to monitor, mitigate, and manage the risks posed by identified safety deficiencies and critical safety deficiencies, including: i. A detailed review and re-adjustment of established quantifiable performance objectives. ii. A detailed review and re-adjustment of the design of the structures.
