FIRE CONTROL RADAR (FCR)

The United States Army Contracting Command – Redstone Arsenal is seeking sole-source contractor support for depot-level repair and sustainment of the AH-64 Apache Fire Control Radar, a proprietary system developed by LONGBOW LIMITED LIABILITY COMPANY. Because the government lacks the technical data package for this system, the contract is restricted exclusively to the Original Equipment Manufacturer with Cage Code 04WF2 under the statutory authority of 10 U.S.C. 3204(a)(1), permitting other than full and open competition. The contractor must provide comprehensive sustainment services, including supply chain management, logistics, engineering support, and depot maintenance at the Line Replaceable Module and Line Repairable Unit level for both Legacy and Generation 2 Radio Frequency Interferometer components. This includes managing stock, storage, issuance, retrograde processes, and the necessary test equipment and infrastructure, all while actively collaborating with government engineers to mitigate obsolescence, diminishing manufacturing sources, and associated modifications. The contract is structured as a performance-based hybrid Indefinite Delivery Indefinite Quantity (IDIQ) with Firm Fixed Price and Cost-Plus Fixed Fee task orders over a 60-month period divided into five pricing periods. The acquisition will be conducted by negotiation under RFO 15, with proposals evaluated without discussions, requiring offerors to submit their most favorable terms upfront. This is a presolicitation notice, not a formal solicitation, and no proposals are to be submitted at this time. The official solicitation will be issued electronically via the PIEE Solicitation module, and potential offerors must monitor the site regularly for amendments.
