AI Enabled Statewide Navigator for Ohio Veterans and the Military Connected Community

The Ohio Department of Veterans Services (ODVS) is seeking information through RFI SRC0000040307 for AI-enabled solutions to develop a Statewide Navigator/Portal. This platform will serve as a digital front door for Ohio's veterans, service members, families, and caregivers, providing personalized customer journeys that intelligently guide users to federal, state, county, nonprofit, educational, and employment resources. The objective is to integrate a front-end navigation engine with a back-end evidence and performance dashboard to improve service delivery and enable evidence-based policymaking. Key technical requirements include a modular architecture featuring hybrid retrieval using vector search and knowledge graphs, AI orchestration, and integration with identity providers such as OH|ID, Login.gov, and ID.me. This is a non-binding request for information for planning purposes and does not constitute a formal solicitation or contract award. Respondents are asked to provide high-level capability overviews and pricing structures in PDF and Excel formats via Ohio Buys by the deadline of August 25, 2026. Submissions are limited to 20 pages with a font size of 10 or greater. ODVS is looking for insights into market trends and viable architectural approaches, including the handling of PII and compliance with FedRAMP or state IT standards.
