This synopsis provides notice of the Government's intent to exercise FAR clause 52.217-8, Option to Extend Services; a modification on a sole source basis to Honeywell Technology Solutions, Inc. (HTSI), 7000 Columbia Gateway Drive, Columbia, MD 21046, for an additional 55,810 hours of engineering and technical services, along with associated travel and material, under Seaport-e task order N00178-06-D-4760-M801 for the continuance of technical and engineering services to support introduction and life cycle management of the AN/SRQ-4 Radio Terminal Set (RTS) and associated equipment as well as other components of the Light Airborne Multipurpose System (LAMPS) MK III Weapon System. This modification will extend the period of performance for (6) months. In addition to FAR Clause 52.217-8, the Government will also procure on a sole source basis an additional 55,810 hours for a bridge contract with HTSI for six months. The six month bridge contract will also include an additional two month option for 18,603 hours providing the necessary continuation of these services until award of a follow-on contract. Due to the ongoing nature of the projects currently being performed under task order N00178-06-D-4760-M801 and the need to continue these services, HTSI is the only practical source for providing the necessary continuation of services until award of the competitive follow-on contract. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit information in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 15 November 2016, 1500 EST. A determination by the Government not to compete this modification based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received. No telephone responses will be accepted. Any questions shall be submitted to Cindy Wilson, Code 2.5.1.4.10, via e-mail at cindy.wilson@navy.mil. Per FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". These services include requirements to support the Identification Systems Division (IDS) with the engineering and technical services essential to these mission functions in the field of Navy/DoD/commercial activity Combat Identification and ATC systems.

NAWCAD WOLF Identification Systems Technical Management Support Services RFO
Solicitation # N0042126R1023
Solicitation N0042126R1023 is a small business set-aside request for proposal issued by the Naval Air Warfare Center Air Division for Identification Systems Technical Management Support Services at the Webster Outlying Field. This firm-fixed-price level of effort task order, managed under the SeaPort-NxG Multiple Award Contract, covers a five-year period of performance consisting of one base year and four option years. The requirement specifies a total of 430,070 direct labor hours to support the organic Lead Systems Integrator model across four core technical areas: technical management, budget execution and N-ERP support, material procurement, and data management, as well as graphics, media, and communications support for various major defense acquisition programs. The contract requires a hybrid work model with a mandate for three days of on-site performance per week at Patuxent River and St. Inigoes, Maryland. Award decisions are based on a non-price rating system where technical capabilities, including a sample task and key personnel, and past performance are evaluated to determine a highest evaluated threshold, with price serving as the final deciding factor among equal ratings. Contractors must comply with strict security standards, including NISPOM and CMMC requirements, and utilize the Wide Area WorkFlow system for electronic invoicing.
