This training program, designated as Staff-Active Threat Response (S-ATR), must align with VA Central Office policies and include practical exercises, assessments, and components of the National Incident Management System (NIMS) and Incident Command System (ICS) for handling mass casualty incidents. Due to current staffing shortages and lack of qualified internal instructors, the agency seeks an experienced external contractor holding recognized governmental certifications for Active Threat/Shooter instruction. The solicitation emphasizes strict adherence to safety protocols and liability waivers due to the demanding and potentially distressing nature of the training content. Quotes are due by June 22, 2026, and the award will be based on lowest price meeting specialized experience and certification requirements.
