USTRANSCOM, through its Air Mobility Command at Scott Air Force Base, Illinois, is seeking information from industry regarding the future procurement of commercial air ambulance patient transportation services. This effort builds on over 15 years of existing Blanket Purchase Agreements (BPAs) with multiple carriers used to supplement military patient movement capabilities globally. The current five-year BPAs expire in September 2027, and USTRANSCOM plans to establish new multiple-award contracts or BPAs to provide decentralized, short-notice air ambulance services using fixed-wing or rotary-wing aircraft staffed with trained medical personnel. These services will support movement of Department of Defense eligible patients, including movements from outside the continental U.S. to within the U.S., and intra-U.S. transfers, using aircraft configured to air ambulance standards. Contractors will be required to furnish all personnel, equipment, fuel, maintenance, and related support necessary to meet these requirements, maintaining an aircraft and medical crew readiness for departure within two hours of notification. This announcement is a Request for Information (RFI) solely intended for market research and planning and is not a solicitation or a commitment to award any contract. Responses will assist USTRANSCOM and AMC in acquisition strategy decisions, including potential small business participation, but will have no impact on future competitive procurements. USTRANSCOM conducts globally integrated mobility operations, leads the broader Joint Deployment and Distribution Enterprise, and provides capabilities to project and sustain the Joint Force to assist in national objectives.


The AMC, 618th Air Operations Center, located at Scott AFB, IL requires continuing commercial air ambulance service. Blanket Purchase Agreements (BPAs) with multiple carriers are currently used to supplement military global patient movement capability. The five-year period of performance for these air ambulance services BPAs expire 30 September 2027. The current BPAs for this service were awarded by USTRANSCOM/TCAQ-C. This requirement has been in operation for more than 15 years.


In 2027, USTRANSCOM plans to have a multiple award contract or blanket purchase agreement in place for Air Ambulance Services to provide decentralized, short-notice orders/calls for aerial patient transport services using fixed wing or rotary wing aircraft with trained medical personnel on board.


Major tasks associated with this requirement include contractor furnished air ambulance services from OCONUS to CONUS and within CONUS for the movement of Department of Defense (DOD)-eligible patients using aircraft configured to air ambulance standards.


Contractors shall provide all personnel, services, equipment, tools, fuel, oil, materials, facilities, supervision, and indirect materials necessary to perform air ambulance services, including a sufficient number of ground personnel for adequate maintenance and ground operations. The aircraft and medical crew may be required to be ready for immediate departure (not later than two hours) after confirmed notification of an air ambulance requirement.


This announcement constitutes an RFI for informational and planning purposes only. THIS IS NOT A REQUEST FOR PROPOSAL (RFP), nor is it to be construed as a commitment by the Government. No contract or agreement will be awarded as a result. Industry’s response to the RFI.—or lack thereof—will have no impact on the evaluation of responses to any subsequent RFP or Request for Quote (RFQ) released. The information requested will be used within USTRANSCOM and Air Mobility Command (AMC) as market research to facilitate decision making (e.g., determining acquisition strategy, small business concerns, etc.) and will not be disclosed outside the Government.
